ROMA CIVIL SOCIETY ORGANISATIONS PROMOTING EU VALUES
ROVA is an EU-funded project running from 2025 to 2027, designed to support Roma and pro-Roma civil society organisations from EU Member States to become more effective, connected, and resourceful in promoting the values of the European Union.
The first deadline for all three grant types is 5 August 2025 (5pm CET).
our mission
We aim to empower Roma-led and pro-Roma CSOs to drive positive change, safeguard fundamental rights, promote equality, and strengthen civic participation across the EU.
What We Do
ROVA will support 120 local Roma and pro-Roma CSOs in Spain, Hungary, Romania, Bulgaria, Czechia, Slovakia, and other EU countries, as well as 15 national Roma coalitions.
Through grants and a tailored capacity-building programme, we help these organisations to:

Advance access to fundamental rights

Promote equality and anti- discrimination

Encourage civic engagement and democratic participation

Raise awareness of the human rights situation of Roma

Improve monitoring of national Roma strategies

Foster dialogue between Roma communities and authorities
The ROVA project aims to promote EU values, enshrined in article 2 of the Lisbon Treaty and the EU Charter of Fundamental Rights.
Human dignity
Human dignity is inviolable and must be respected and protected, forming the basis of fundamental rights.
Democracy
EU functioning is based on representative democracy, with political rights for all citizens, including the right to vote.
Freedom
Freedom of movement, thought, religion, assembly, expression and information and respect for private life.
Equality
Equality is about equal rights for all citizens before the law.
Human rights
Human rights are protected by the EU Charter of Fundamental Rights. They include the right to be free from discrimination on the basis of racial or ethnic origin.
