The project “Voices for Change – The Power of Community” aims to empower Roma communities in three cities—Sofia, Dupnitsa, and Sliven—through the creation of Roma Advocacy Hubs. These hubs will serve as local units for monitoring, response, and dialogue with institutions in cases of housing and human rights violations. The project builds on the organization’s existing capacity and introduces an early-response mechanism for risks of evictions, alongside a national public awareness campaign. Activities include training, case documentation, meetings with institutions, and advocacy events. The expected outcome is a sustainable model of Roma leadership that defends fundamental EU values—human dignity, equality, and the rule of law.

In the spring of 2025, public attention in Bulgaria focused on the Sofia neighborhood “Zaharna Fabrika,” where mass demolitions of homes—primarily inhabited by Roma families—took place. The buildings were destroyed despite an explicit prohibition from the European Court of Human Rights, under the pretext that they were “illegal” constructions on municipal land. This case, however, is not isolated and highlights a lack of institutional policies to improve housing conditions and a tolerance for radical measures affecting the Roma community. In this context, the project aims to ensure effective access to justice for victims of discrimination from ethnic minorities residing in Zaharna Fabrika and to create a space for discussions and experience exchange. The goal is to form a common position among civil society organizations and the wider civic community in Bulgaria regarding the illegality of these actions by authorities, as well as to prevent similar situations in the future.

The project “Community and Values in Action – Together We Change Stolipinovo” brings together residents of Plovdiv’s most populous neighborhood around three key causes that transform daily life and attitudes: a clean and organized environment, respect for cultural diversity, and active civic engagement. Through a community cleanup campaign on Landos Boulevard, a theater performance based on real-life stories, and a campaign for fair elections, the project fosters cooperation between Roma, Bulgarian residents, and local institutions while reinforcing EU values such as participation, equality, and human dignity. By combining tangible actions, collaborative work, and visible results, the residents of Stolipinovo will demonstrate that change begins from within—from active individuals who believe that their neighborhood and their voice matter. The project “Values Without Borders” aims to increase awareness and understanding of European values among the Roma community and the wider public. It combines media, educational, and social initiatives. Three 10-minute documentary films will be produced, featuring personal stories of Roma from different ages and backgrounds, highlighting key EU values such as human dignity, equality, freedom, democracy, the rule of law, and minority rights protection. The films will be broadcast on BNT and through the social media channels of “Roma World – 21st Century”, reaching a broad audience. A teacher’s toolkit will accompany the films, enabling their use in schools with discussion questions and sample practical activities. The toolkit will be distributed to Regional Education Authorities, the Ministry of Education, and all schools in the country. The project also includes visits to four schools, public discussions, a roundtable with experts and institutions, and a final press conference. These activities aim to promote informed and constructive dialogue on discrimination, equality, and active citizenship. Direct involvement of the Roma community in all stages of the project is a key element. Students, teachers, and the wider public, including relevant institutions, will be engaged, creating conditions for change and a model that can be applied in other regions in Bulgaria and across Europe.

In the Kotel municipality, for many people, interacting with institutions remains a challenge. Residents face complex forms, incomprehensible language, and a sense that the system is not designed for them. The project “Youth C.O.D.” addresses this by giving the community a voice. Seven young Roma will become navigators—bridges between people and administration. They will collect the stories of 500 households and transform these voices into COMPASS, a digital and printed guide that shows how to navigate institutional procedures clearly and calmly. COMPASS will also serve institutions as a tool for more accessible communication and understandable language. Through mobile events and micro-initiatives, the project will restore trust between citizens and administration and leave a lasting impression: that rights are not a privilege, but a fundamental part of human dignity.

The project aims to overcome prejudices and stereotypes through playback theatre and interactive meetings with representatives of Roma and non-Roma communities in Bulgaria. According to data from the Local Active Group (LAG) under ROMACT (https://coe-romact.org/) and observations by the community center “Future and Development 2024”, around 4,000 residents of the “Fakulteta” neighborhood in Sofia lack personal identification cards, which effectively limits their access to basic rights. This group includes teenagers, elderly people, children from mixed marriages, marginalized Roma, and others. Through this project, over a period of 11 months, the community center “Future and Development – 2024,” based in the neighborhood and a member of the LAG, plans to address this issue by raising awareness among at least 1,500 residents about the procedures for obtaining personal documents and providing support to at least 350 individuals to obtain their documents. Additionally, the project will assist in collecting information on households, needs, challenges, and suggestions from residents of the Fakulteta neighborhood by creating a volunteer neighborhood council club. The project is closely aligned with European Union values of equality, human dignity, democracy, fundamental human rights, and anti-discrimination. Expected outcomes include: A better-informed Roma community regarding procedures for obtaining personal documents; Increased civic participation and a more prepared local Roma community (active men and women) engaged in dialogue with local authorities and institutions; Local institutions utilizing the information gathered by the neighborhood council club to plan and implement necessary measures to improve the situation in the Fakulteta neighborhood.

The project “Voices of the Roma: For Dignity, Equality, and Participation – The Roma Community Defending EU Values” aims to strengthen the legal capacity, civic engagement, and cultural empowerment of Roma youth, women, activists, and civil society representatives in Sliven. In a context of rising discrimination, hate speech, and political apathy—particularly in socially vulnerable regions—the project offers a holistic empowerment model combining legal literacy, creative expression, and public mobilization. Roma communities in Sliven face multiple barriers, including limited access to legal information and protection mechanisms, underrepresentation in public debates, social isolation, and low youth engagement. The project provides a platform for young Roma voices, fostering confidence, skills, and sustained participation in civic life. Key activities include capacity building through two practical trainings and one youth camp covering fundamental rights, EU values, critical thinking, and countering hate speech; information and cultural campaigns through a Creative Hub and online platforms, producing five videos, one exhibition, and four e-newsletters entirely created by participants to promote dialogue and tolerance; advocacy and rights protection involving roundtables, policy positions, public advocacy, and the creation of an informal network of Roma youth, women, and civic leaders; and community initiatives and volunteering such as street actions, art interventions, and local volunteer activities that highlight Roma youth as positive social actors. The project targets at least 50 participants directly and reaches the broader Sliven community through media campaigns and public initiatives. Expected results include enhanced skills, confidence, and civic engagement among participants, outreach to over 7,000 people, a sustainable advocacy network, strengthened visibility of Roma youth, and active public debate on minority rights while defending EU values: human dignity, freedom, equality, democracy, and the rule of law. “Empowering Roma to Exercise Their Housing Rights” supports the Roma community in Veľký Krtíš in developing the ability to independently manage their housing, improve conditions in apartment buildings, and actively participate in decisions that directly affect them. The aim of the project is to strengthen the capacities of residents in eight apartment blocks, establish an advocacy group of building caretakers, and support the creation of homeowners’ associations that will enable the community to obtain legal subjectivity and take responsibility for building management. The project also develops environmental literacy—from waste sorting and energy savings to ecological heating—and helps reduce the environmental burden in the area. All activities stem directly from the needs of the community and are based on partnership, participation, and long-term sustainability. “Expert Review and Advocacy for Roma Rights” is building the first Roma expert think tank that systematically evaluates public policies and provides recommendations grounded in data as well as the voice of the community. The project responds to the long-standing absence of Roma expert oversight in the Czech Republic, a gap that increases the risk of unequal treatment and of overlooking the impacts of laws and strategies on the Roma minority. A team of analysts, lawyers, and community advisors will produce a professional study and four policy briefs, each undergoing internal review, external expert assessment, and community validation. “Without Language, Without Identity” supports deaf Roma in eastern Slovakia, who face dual marginalization—the combination of hearing impairment and ethnic discrimination. The project builds on extensive mapping of community needs and focuses on three localities: Jarovnice, Chminianske Jakubovany, and Trebišov. Through targeted outreach, it will establish a safe community hub connecting deaf Roma, their families, schools, healthcare providers, and social services.
The hub will offer counselling, instructional sign-language video guides, workshops, and regular meetings, providing the community with improved access to services, information, and rights. The project will also produce analytical reports, methodological materials for professionals, and initiate discussions with institutions on long-term support, including a planned sheltered workshop.
The goal is to build a sustainable model that helps overcome language deprivation, strengthens human dignity, equality, and participation—and finally enables deaf Roma to gain a voice of their own.

“Developing Active Citizenship in the Roma Community of Trmice” strengthens the civic competencies and public engagement of Roma residents in Trmice—an area long affected by social exclusion and low trust in institutions. Over the course of one year, Romano Jasnica will offer a series of twelve thematic workshops led by Roma facilitators, helping participants better understand their civic rights, communication with authorities, protection against antigypsyism, and ways to influence public space. The project will also include three community events—a Roma fair, the public dialogue “Trmice Votes,” and a seniors’ day—which will connect local residents with the majority population and strengthen community cohesion.
The project aims to form a group of at least twenty active Roma who will become carriers of positive change, lead community initiatives, and help improve relations between the community and local government. “Aven savore, džas anglal (Let’s Move Forward Together)” provides comprehensive support to Roma parents and children in Brno in their efforts to secure equal access to quality education. It responds to long-term school segregation and discriminatory barriers that Roma children in the city continue to face. The project is built on a strong combination of community leadership, legal counselling, and advocacy work. Trained community leaders and paralegals will support parents directly in the field—during school enrolments, meetings with schools, and in resolving cases of unequal treatment.
At the same time, a parents’ platform will be created, opening space for dialogue with schools, founders, and the city, and bringing forward proposals for concrete desegregation measures. The project strengthens the legal awareness, confidence, and capacity of Roma families to actively defend their children’s rights, builds trust between the community and institutions, and contributes to upholding the values of equality, dignity, and justice in education.
